The city of Zhem is a part of the Mugalzhar district. The city is located 90 km from the district center. The foundation of the city of Zhem (formerly Emba - 5) was laid on May 7, 1960. In 1999, the landfill was disbanded, Russian troops were relocated to the Kapustin Yar landfill, and the city of Emba-5 was renamed Zhem (this is the former historical name of the Zhem River, on the banks of which the city stands).
