Department of Digital Government Functioning Organization of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan
General information
- continuously formulates measures for the stable and uninterrupted functioning of front-end and gateway “digital government” information systems in the field of public services.
- Regulatory functions:
- interacts with state and local executive bodies on matters of public service automation and the organization of integrative interaction between state and non-state information systems;
- participates in the development and alignment of draft regulatory legal acts within the competence of the Department, as well as in conducting legal monitoring of acts developed by the Department or falling within its competence;
- develops and ensures the approval of rules for the integration of “digital government” informatization objects;
- develops the rules of functioning and technical requirements for the external gateway of the “digital government”;
- ensures the approval of the rules of functioning and technical requirements for the external gateway of the “digital government”;
- develops rules for banks to provide information and data to state bodies and courts through the “digital government” payment gateway regarding completed payments and (or) money transfers related to budget payments, transfers of mandatory pension contributions, mandatory occupational pension contributions, and social deductions, as well as payments for public services;
- ensures the development of rules for the classification of public services in electronic form to determine the method of user authentication;
- ensures the development of mandatory requisites for the results of public and other services delivered in electronic form via a cellular subscriber device, as well as the procedure for verifying their authenticity;
- ensures, in coordination with the anti-monopoly authority, the establishment of prices for goods (works, services) produced and (or) sold by the operator of the “electronic government” information and communication infrastructure;
- ensures the development of a joint order with the authorized body in the field of permits and notifications on the approval of the list of permits subject and not subject to automation;
- ensures the development of a list of permits for which the verification of an applicant's compliance with qualification or licensing requirements and the issuance of a permit or a reasoned refusal are carried out automatically, as well as the applicant's verification and permit issuance within the state information system of permits and notifications.
- Operational functions:
- participates in the alignment of plans for the optimization and automation of public services of state and local executive bodies, and provides them with advisory assistance on public service automation and the organization of integrative interaction;
- organizes activities for the review and signing of certificates of conformity, reports, and other documents serving as the basis for the acceptance of monthly and quarterly work stipulated in communication programs in accordance with the budget legislation of the Republic of Kazakhstan within the competence of the Department;
- submits proposals on the integration of digital objects, and reviews the feasibility of establishing or terminating integrations;
- reviews citizens' appeals and provides necessary clarifications within the framework of the current legislation;
- organizes activities to deploy public services and functions onto external platforms;
- monitors the timeliness of processing integration applications on the “Smart Bridge” service showcase by all participants of integrative interaction;
- jointly with state bodies, develops and improves proposals for the optimization, automation, and digitalization of licensing procedures in accordance with regulatory legal acts;
- controls and coordinates activities aimed at developing and ensuring the operability of the State Database of Permits and Notifications, the “digital government” gateway and its components (external gateway of the “digital government”, unified reference data, unified electronic data repository), the “digital government” payment gateway, the “Open Government” portals, the “Smart Bridge” service showcase, and their interaction with the information systems of state bodies.
