UAPF reminds people to apply for pension benefits in a timely manner
The UAPF continuously conducts outreach efforts on the need for both beneficiaries and heirs of deceased individuals with UAPF savings to claim their pension benefis in a timely manner.
Every year, the UAPF verifies with the State Corporation "Government for Citizens" the records of individuals who have reached retirement age and who have pension savings through compulsory pension contributions (CPCs) and compulsory occupational pension contributions (COPCs) to the UAPF and who have not applied to the UAPF for their benefit. These individuals are verified in the information system of the authorized body in the sphere of social protection of the population for pension benefits assigned from budgetary funds based on age, length of service, and the state basic pension benefit.
Since March of this year, a no-application procedure for pension benefits through voluntary pension contributions (VPC) has been introduced for individuals who have reached retirement age and have pension savings in the UAPF through VPC, including those who have not applied to the UAPF for payment due to reaching the age of fifty or disability. This procedure also requires an annual reconciliation with the Government for Citizens State Corporation.
Based on the results of the annual reconciliation, the UAPF makes pension benefit payments to beneficiaies proactively (without an application) through the State Corporation. This means that pensioners receiving a pension from the state budget begin receiving payments from the UAPF if they have pension savings formed through the CPC, COPC, and VPC.
Statistics
As of May 1, 2026, the total amount of unclaimed pension savings in individual pension savings accounts (IPSAs) for accounting for the compulsory pension contributions of 279,041 individuals who have reached the generally established retirement age is approximately 45 billion tenge. Of these, according to information obtained by UAPF from government information systems, the following are true:
- 155,217 individuals are deceased and their pension savings can be claimed by their heirs;
- 61,459 individuals have registered for permanent residence outside the Republic of Kazakhstan in accordance with the procedure established by law;
- 62,365 individuals have not yet applied to the State Corporation (PSC at their place of residence) to apply for their old-age pensions.
How to receive pension benefits?
Let us remind you that pension savings are subject to accounting in the IPSA of contributors (beneficiaries) in the UAPF, continue to be invested and remain in the IPSA of contributors until they are claimed by the beneficiaries or their heirs (in the event of the death of the beneficiary).
Upon reaching the generally established retirement age
To claim pension benefits from the UAPF upon reaching retirement age, as well as basic and solidarity pensions from the state budget, beneficiaries must contact the State Corporation "Government for Citizens" (PSC) at their place of residence.
If a beneficiary has VPC pension savings in the UAPF for which they have not previously applied (due to reaching age 50 or disability), they will also be assigned pension benefits from the UAPF through the VPC.
When leaving for permanent residence
Foreigners and stateless persons who have permanently resided outside the Republic of Kazakhstan and who have pension savings in the UAPF may exercise their right to pension benefits from the UAPF in connection with their departure for permanent residence outside the Republic of Kazakhstan, unless otherwise provided by the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.
In connection with the death of a person with pension savings
In the event of the death of a person with pension savings in the UAPF, their UAPF family members are paid a one-time funeral payment from the deceased person's pension savings up to an amount equal to 94 times the monthly calculation index established for the relevant financial year by the law on the republican budget, but no more than the deceased person's available IPSA funds.
Pension and targeted savings are also inherited in accordance with the procedures established by the legislation of the Republic of Kazakhstan. Within six months of the death of a person with savings, their heirs must contact a notary to register the deceased person's savings and obtain a certificate of inheritance. If the deadline is missed, they must apply to the courts to restore their inheritance rights.

Размер государственной пошлины за паспорт и удостоверение личности: Паспорт для детей до 16 лет (24 страницы) – 17 300 тенге (4 МРП), Паспорт на 36 страниц – 34 600 тенге (8 МРП), Паспорт на 48 страниц – 51 900 тенге (12 МРП), Удостоверение личности – 865 тенге (0,2 МРП). Удостоверение личности при первичном получении или при замене по истечении срока действия выдается бесплатно. Если в течение года вы потеряли удостоверение личности более двух раз, необходимо оплатить 4 325 тенге (1 МРП). Детям до 16 лет выдается паспорт Республики Казахстан, состоящий из 24 страниц. При этом детям до 12 лет он выдается сроком на 5 лет, а детям от 12 до 16 лет – сроком на 10 лет. Срок оказания услуги составляет 15 рабочих дней. Граждане РК должны подать заявление на получение удостоверения личности в течение одного месяца после достижения 16-летнего возраста. В случае замены удостоверения личности с истекшим сроком действия в течение месяца предусмотрен административный штраф. Если у вас есть действующий паспорт, при оформлении удостоверения личности рекомендуется взять его с собой. Эту услугу, как и паспорт, можно получить в ускоренном порядке. Кроме того, существует льготная категория граждан, освобожденных от уплаты государственной пошлины за удостоверение личности и паспорт. В их число входят ветераны ВОВ, лица с инвалидностью, многодетные матери и другие. «С начала года наибольшее количество выданных паспортов и удостоверений личности в области Жетысу приходится на город Талдыкорган — здесь задокументировано 14 616 человек. А наименьшее количество зарегистрировано в Сарканском районе — оформлено 1 515 документов», — сообщил директор филиала Государственной корпорации «Правительство для граждан» по области Жетысу Абзал Омаров. Beware of scammers! UAPF warns of new schemes targeting contributors UAPF branches have been frequently contacted by contributors claiming to be failing to pay compulsory pension contributions. Fraudsters, posing as Fund employees, call and report the discovery of several years of work experience not included in the total length of service for pension calculations, offering to recalculate their pensions upward. How do the scammers operate? To resolve these issues, and to establish a more trusting relationship, the scammers provide the address and invite the beneficiaries to actual Fund branches. According to the contributors/ beneficiaries, for supposed convenience and faster service, the scammers offer to reserve an online queue and ask for a code from an SMS message. Unfortunately, some recipients have already provided the codes to the scammers. Important: UAPF employees do not call or request SMS codes, passwords, card details, or other confidential information by phone, email, or messaging apps. UAPF provides all services completely free of charge. Pension benefits are processed strictly in accordance with established legal procedures. If the caller knows your name, IIN, address, or place of work, this does not mean they are an official. This information could have been obtained by scammers from open sources. How can you protect yourself? ∙ Do not share SMS codes or personal information with anyone under any circumstances. ∙ Interrupt suspicious calls immediately if codes from messages are mentioned. ∙ Verify information yourself through official channels (call centers, official apps, or websites). ∙ Contact the police at the slightest suspicion of fraud. Be vigilant and warn your loved ones, especially elderly relatives!
The volume of pension savings of Kazakhstanis amounted to 26.74 trillion tenge. The volume of pension savings of Kazakhstanis as of May 1, 2026, amounted to 26.74 trillion tenge , an increase of 3.64 trillion tenge (or 15.8%) over the 12 months. Pension savings from compulsory pension contributions (CPC) as of May 1, 2026, amounted to 24.97 trillion tenge . Their annual increase was 3.09 trillion tenge (or 14.1%). The amount of pension savings from compulsory occupational pension contributions (COPC) amounted to 731.99 billion tenge , an increase of 10.6% over the 12 months. Voluntary pension contributions (VPC) showed an annual increase of 16.4%, reaching 9.76 billion tenge as of May 1, 2026. The amount of savings from employer’s compulsory pension contributions (ECPC), which have been deposited into contributors' (beneficiaries') pension accounts since January 1, 2024, is also increasing. As of May 1, 2026, it amounted to 1,023.59 billion tenge , a 2.7-fold increase compared to the same period last year. Incomes The total savings volume is provided by pension contributions and investment income. In the first four months of 2026, 1 ,184.98 billion tenge in contributions were received into individual and notional pension savings accounts, an increase of 14.6% (or 150.79 billion tenge) compared to the same period last year. As of May 1, 2026, 914.11 billion tenge were received into individual pension savings accounts (IPSAs) using the CPC system (a 7.2% increase compared to the same period last year), 51.04 billion tenge were received into COPC (a 9.8% increase), and 640.89 million tenge were received as VPC. Contributions from the ECPC system for the year totaled 219.19 billion tenge. Net investment income received in contributors' accounts as of May 1, 2026, amounted to 41.61 billion tenge. Benefits and transfers Pension benefit payments of all types of contributions and transfers to insurance companies from the UAPF for January-April 2026 amounted to 522.73 billion tenge . The volume of old-age payments amounted to 97.98 billion tenge. The average monthly scheduled benefit from the UAPF upon reaching retirement age was 38,952 tenge. Lump-sum pension benefit payments (LSPBP) for housing improvements and medical treatment since the beginning of 2026 amounted to 205.62 billion tenge, inheritance payments amounted to 41.25 billion tenge, payments related to permanent residence outside the Republic of Kazakhstan amounted to 14.21 billion tenge, payments to persons with disabilities amounted to 1.22 billion tenge, and funeral payments amounted to 3.23 billion tenge. A total of 159.22 billion tenge was transferred to insurance companies. IPSA number The total number of pension accounts in the UAPF as of May 1, 2026, was 18.62 million (an increase of 1.10 million units or 6.3% over the 12 months). The number of individual pension savings account of contributors (beneficiaries) in the UAPF as of May 1, 2026, was 12.78 million , of which 11.33 million were under the CPC, 778,060 were under the COPC, and 474,070 were under the VPC. It should be noted that the total number of CPC accounts (11.33 million units) also includes accounts of beneficiaries who have permanently resided outside the country but have not applied for their savings, deceased contributors whose heirs have not formalized the inheritance of their pension savings, military personnel who transferred to full state pension provision in 2016, and other categories of contributors (beneficiaries) whose accounts should not receive contributions under Kazakhstani law. The number of notional pension savings accounts in the UAPF that record information on received ECPCs amounted to 5.84 million units . Investment portfolios managed by the NBRK and IPMs as of May 1, 2026 UAPF JSC (UAPF, the Fund) presents a report on pension asset management by the National Bank of the Republic of Kazakhstan (NBRK) and investment portfolio managers (IPMs) on the enpf.kz website in the "Statistics and Analytics - Pension Asset Investment Management" section. The total volume of pension assets managed by the NBRK and IPMs as of May 1, 2026, amounted to 26,702.11 billion tenge . As of this date, the UAPF's pension assets, formed through compulsory pension contributions (CPCs), compulsory occupational pension contributions (COPCs), and voluntary pension contributions (VPCs), amounted to approximately 25,574.23 billion tenge [1] . The volume of pension assets formed through employer’s compulsory pension contributions (ECPCs) and held by the NBRK is 1,022.00 billion tenge . Pension assets under IPM management amounted to 105.88 billion tenge . Investment portfolio of pension assets managed by the National Bank of the Republic of Kazakhstan The National Bank of Kazakhstan, as the trustee of the UAPF pension assets, pursues a balanced investment policy: investing in various types of financial instruments, diversifying the portfolio by currency, country, sector, and issuer. According to information provided by the National Bank of Kazakhstan, the main investment areas of pension assets formed through CPC, COPC, and VPC as of May 1, 2026, are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 44.46%, bonds of quasi-public companies – 8.86%, shares and depositary receipts of issuers of the Republic of Kazakhstan – 2.53%, bonds of second-tier banks of the Republic of Kazakhstan – 2.50%, deposits of the National Bank of Kazakhstan – 2.22%, microfinance organizations – 1.16%, and government securities of foreign countries – 0.08%. 35.87% of assets are invested through index management. This approach involves creating an investment portfolio focused on a benchmark portfolio, a set of securities reflecting the investor's strategic interests. The benchmark portfolio's performance serves as a benchmark for assessing management effectiveness. The benchmark portfolio is based on indices developed and monitored by leading global financial companies or the National Bank of the Republic of Kazakhstan. The National Bank of the Republic of Kazakhstan performs index management of assets both independently and with the involvement of foreign management companies in specific areas, including subportfolios of developed and emerging market bonds, corporate bonds, and equities. The market revaluation of securities invested in foreign currency, as well as assets under external management, taking into account exchange rate revaluation, was negative. The main investments in the portfolio structure are as follows: Repo (89.16%), shares and depositary receipts issued by organizations of the Republic of Kazakhstan (6.11%). The investment portfolio of Tansar Capital JSC includes only financial instruments denominated in national currency. Tansar Capital JSC began managing pension assets on April 8, 2026. Since the start of management, the return on pension assets has been 0.57%. Starting July 1, 2023, contributors may transfer up to 50% of their pension savings through compulsory pension contributions (CPCs) and compulsory occupational pension contributions (COPCs), ignoring the minimum adequacy threshold, to an investment portfolio manager (IPM) by selecting such a company. Contributors with voluntary pension savings may transfer 100% of them to the IPM. Kazakhstanis' accrued investment income over the past 12 months exceeded 2.1 trillion tenge. Investment income for investors is generated through pension asset management by the National Bank of Kazakhstan (NBRK) and private investment portfolio managers (IPMs). Based on the NBRK's investment activities in managing pension assets formed through compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), and voluntary pension contributions (VPC), the accrued investment income for the past 12 months from May 2025 to April 2026 amounted to approximately 2.00 trillion tenge, with a return of 8.57% for this period. For pension assets formed through employer's compulsory pension contributions (ECPC), accrued investment income as of May 1, 2026, over the past 12 months amounted to 108.19 billion tenge, with a return of 17.49%. As a reminder, trustees adhere to a balanced investment policy, investing pension assets in various types of financial instruments across currencies, countries, economic sectors, and issuers. Investment income is generated from various sources: fees on securities, deposits, and other transactions, market and currency revaluations of financial instruments, assets under external management, etc. The amount of investment income depends on a variety of factors, including changes in the market value of financial instruments, exchange rate fluctuations, inflation, dividend payments, and other market conditions. Therefore, returns may increase or decrease over different periods, which, in turn, affects the total amount of pension savings for contributors. The main reason for the decrease in investment income since the beginning of this year is the negative exchange rate revaluation of foreign currency assets due to the appreciation of the tenge against the US dollar from 505.53 to 462.91 tenge per US dollar. Despite financial market volatility, positive investment income and a real return on pension savings are ensured in the medium and long term. The accumulated investment return since the inception of the funded pension system in 1998 as of May 1, 2026, was 1,060.20%, with inflation for the entire period at 979.41%. As of May 1, 2026, the net investment income earned by the NBRK since April 1, 2014 (following the consolidation of pension assets into the UAPF) amounted to 10.21 trillion tenge. Taking into account benefit payments made, its share of the total pension savings of contributors (beneficiaries) is 39.7%, demonstrating the significant role of investment activity in the structure of citizens' savings. It is important to note that the return on pension assets for individual short-term periods is not an indicator of their management effectiveness, as income from interest on financial instruments and other transactions accrued over a short period of time does not always cover fluctuations in securities prices and exchange rates over a given period. Therefore, it is advisable to objectively analyze the amount of investment income over a longer period. As a reminder, contributors have the right to transfer a portion of their pension assets (up to 50% of pension savings from compulsory pension contributions and up to 100% of pension savings from voluntary pension contributions) to a private investment portfolio manager (IPM) that meets the regulator's requirements. Compared to the more conservative management of the National Bank of the Republic of Kazakhstan, which is aimed at preserving pension assets and ensuring their positive long-term returns, the IPM's investment declarations and regulatory requirements provide for broader investment opportunities for IPMs to increase the return on pension assets (however, the risks associated with IPMs are also higher).
