Applications are accepted within 5 working days from the date of publication on the electronic website of the department and publications in the social network. networks.
An application signed by the first head of a potential operator, or an authorized person on the basis of an appropriate document confirming authority, and the documents attached to the application are provided on purpose through the Office of Management in electronic form on a USB flash drive (flash drive) or in electronic form to the e-mail address of the office.
83.4 thousand tons of cheaper diesel fuel were allocated to the region for autumn field work in 2024.
Without operator services, the cost of 1 ton of cheaper diesel fuel is 271,493 tenge/ton or 228 tenge/liter.
A potential operator and producer of agricultural products who has decided to purchase diesel fuel from a resource holder independently submits the following documents:
1) an application for participation in the determination of regional operators for the supply of diesel fuel in accordance with Annex 1 to these Rules (hereinafter – the application);
2) a price offer indicating the total amount of the margin for services for the purchase, delivery, storage and supply of diesel fuel for agricultural producers;
3) copies of documents confirming the experience of selling petroleum products in the domestic market of the Republic of Kazakhstan for at least two years;
4) a certificate from the bank on the availability of funds in the account of a potential operator, or credit funds, for the purchase of the required amount of diesel fuel;
5) a certificate from the bank where the potential operator is serviced, signed by an authorized person and stamped (if available) on the absence of overdue debts for all types of obligations of the potential operator lasting more than three months prior to the date of issue of the certificate to the bank (if the potential operator is a client of several second-tier banks, such a certificate is submitted from each from such banks), issued no earlier than one month prior to the date of filing the application;
6) a document certifying the absence of tax arrears, issued no earlier than five calendar days before the date of filing the application;
7) a certificate of registered rights (encumbrances) to the base of petroleum products or tank, or a copy of the lease agreement for the base of petroleum products or tank;
8) documents provided by the base of petroleum products or tank (available to the potential operator on the right of ownership or on other legal grounds):
- information on the state of the base of petroleum products and technical equipment:
- a copy of the technical passport of the base of petroleum products or tank;
- the presence of a weighing machine for a car with a tank (tanker) or an automatic filling system;
- a document confirming the availability and installation of control metering devices based on petroleum products in accordance with the order of the Minister of Energy of the Republic of Kazakhstan dated December 26, 2022 No. 435 "On Approval of Rules and Requirements for equipping production facilities of petroleum products bases with control metering devices" (registered in the Register of State Registration of Regulatory Legal Acts No. 31279);
9) a letter of consent on the release of diesel fuel on weekends and holidays during the spring field and harvesting operations;
10) a copy of the document confirming the presence on the right of ownership or other legal grounds of a car with a tank (tanker) for the delivery of diesel fuel to agricultural producers;
11) the layout of oil depots;
12) confirmation of the use of the "Virtual warehouse" module of the electronic invoice information system for the movement of diesel fuel according to the accompanying consignment note for goods.
Provision of documents specified in the sub-paragraphs 2), 3), 4), 5), 6), 8), 9), 10), 11) in the first part of this paragraph, it is not required when a manufacturer of agricultural products makes a decision to purchase diesel fuel from a resource holder independently.
The date, time and place of the meeting of the Commission to determine the operator for the supply of cheaper diesel fuel for autumn field work will be announced additionally.
