In the state-of-the-nation address on September 1, 2023, titled "Fair Kazakhstan Economic Course," the Head of State announced the initiation of a national referendum on the construction of a nuclear power plant in Kazakhstan. Prior to the referendum, public discussions with the nation will be conducted. The President mentioned that the exact timing of the referendum will be determined later. The process of conducting the referendum is governed by the Constitutional Law of the Republic of Kazakhstan titled "On the republican referendum," dated November 2, 1995.
To facilitate discussions on the construction of nuclear power plants in Kazakhstan, public forums will be held in the Kyzylorda region before the referendum. These discussions will involve experts from the nuclear industry. Citizens will have the opportunity to ask questions during these discussions, covering topics related to technology safety and the socio-economic aspects of the plant's construction.
