    Unfortunately, the dynamics of the last few years show that the number of divorces is increasing. If in 2017 there were 54,626 facts, then in 2019 – 59,796 units. At the same time, in the first quarter of this year, we see a decrease in divorces by 2,802 units compared to the first quarter of last year. In addition, the number of marriages increased by 535 units compared to the 1st quarter of last year (Q1 2020 – 28,472; Q1 2019 – 27,937). According to the data of sociological studies (the National Report "Kazakhstan Families-2019"), the main reasons for the dissolution of marriages are: interference of relatives, adultery, gambling, domestic violence, etc. Also, the issuance of TSA to the needy population provoked an increase in the number of divorces. The Ministry, together with NGOs, conducts awareness-raising activities and provides consulting services. Last year, the activity of "Bakytty Otbasy" centers at family courts was organized in 8 regions. Also, in order to reduce domestic violence, social services in 9 regions of the country (Shymkent, Almaty, Aktobe, Kyzylorda, Mangystau, Pavlodar, Turkestan, North Kazakhstan and West Kazakhstan regions) provided more than 1,000 consulting services and support for 225 cases of difficult life situations in families. In this regard, taking into account the comments and suggestions of citizens, as well as the akimats of the cities of Nur-Sultan, Almaty and Shymkent, we have begun some work on making changes and additions to the Rules for issuing rental housing, which are currently being approved by the relevant state bodies.

    Termination of powers of the member of the Public Council is part of the Law of November 2, 2015 "On public councils" (hereinafter – the Law). Thus, a member of the Public Council may resign from the Public Council at his own request by submitting an application in writing to the Public Council where he is a member. To participate in the competition for the award of Prizes, the following documents are provided by the award applicants: 1) application for participation in the competition for the award of prizes for non-governmental organizations in accordance with Annex 1 to these Rules; 2) the application form of the award applicant in accordance with Annex 2 to these Rules; 3) characteristics of the activity of the award applicant in accordance with Annex 3 to these Rules (with the application of supporting materials); 4) recommendations of (at least two) representatives of the public (non-governmental organizations) and (or) state bodies in order to confirm the implementation of projects and the achieved results of joint work in the proposed direction over the past 3 (three) years, indicating contact details; 5) copies of the constituent documents and a certificate (certificate) of state registration (re-registration) of a non-governmental organization; 6) certificate of bank account availability (original). In accordance with paragraph 6 of the Rules, it is not allowed to re-nominate for the Award within 3 (three) years after it was received by a non-governmental organization. The same non-governmental organization is not nominated for the Award in more than one direction.

    The awards are granted in accordance with the Rules for Awarding Prizes for Non-Governmental Organizations, approved by Order No. 52 of the Minister of Religious Affairs and Civil Society of the Republic of Kazakhstan dated May 25, 2018.     Currently, the Republic of Kazakhstan has state financial support for non-governmental organizations in the form of state social orders, grants and awards.
