According to the Rules for Maintaining Records of Pension Savings from Mandatory Pension Contributions, Mandatory Professional Pension Contributions, and Voluntary Pension Contributions on Individual Pension Accounts of Contributors of Mandatory Pension Contributions, Individuals for Whom Mandatory Professional Pension Contributions Are Made, and Voluntary Pension Contributions (Recipients of Pension Payments), approved by Resolution No. 49 of the Board of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market dated June 7, 2023, the amounts credited to individual pension accounts (hereinafter - IPA) of contributors (pension recipients) are converted into an equivalent number of notional units based on the established value of a notional unit.
The change in the value of a notional unit is influenced by the amount of accrued investment income (positive or negative) resulting from the investment of pension assets. In accordance with the established value of the notional unit, the pension savings of contributors (recipients) are recalculated and revalued weekly - based on the end of the first working day of the week and the end of the last calendar day of the month. As a result of such revaluation, pension savings on the IPA of contributors (recipients of pension payments) may increase or decrease.
The investment income generated from the investment of pension assets is variable in nature - that is, it is not a fixed amount as defined in bank deposit agreements where a specific interest rate is stipulated for a defined period. Instead, it depends on various factors including the market value of securities, exchange rate fluctuations, the amount and date of pension contributions, the duration of investment for each contribution, and the total investment amount. Therefore, as a result of the investment activity involving pension assets - affected by exchange rate volatility and changes in the market value of financial instruments - the amount of accrued investment income may vary, which in turn impacts the value of pension savings in the IPA.
In light of the above, we inform you that the decrease in your pension savings during the specified period is due to the accrual of negative investment income resulting from exchange rate fluctuations affecting financial instruments denominated in foreign currency.
It is important to note that performance evaluated over a short period is not indicative of the effectiveness of asset management. Given the long-term nature of pension asset investment, performance should be assessed over a longer horizon (at least one calendar year).
In addition, pursuant to paragraph 1 of Article 217 of the Social Code of the Republic of Kazakhstan (hereinafter - the Social Code), the state guarantees recipients of pension payments the preservation of mandatory pension contributions and mandatory professional pension contributions in the Unified Accumulative Pension Fund (UAPF) in the amount of actually contributed mandatory pension contributions and mandatory professional pension contributions, adjusted for inflation, in accordance with procedures established by the Social Code and other regulatory legal acts of the Republic of Kazakhstan.
