    International online round table

    On November 25, the High Judicial Council of the Republic of Kazakhstan with the support of the Ministry of Justice of the Republic of Kazakhstan, UNDP in Kazakhstan, and the World Bank held an international online round table on the topic «Modern digital and HR technologies in the selection of candidates for judges, assessment of the work and promotion of judges». Opening the forum, Chairman of the High Judicial Council of Kazakhstan Talgat Donakov noted that for the third year in a row, the round table brings together representatives of judicial Councils and judicial bodies in Europe and Asia, including the CIS countries (France, Great Britain, Italy, Lithuania, Spain, Russia, Uzbekistan, Kyrgyzstan, Tajikistan), international institutions (OSCE/ODIHR, Venice Commission of the Council of Europe, UNDP), experts in law and HR management. Thus, the annual conference became an international dialogue platform for the exchange of best practices in recruiting personnel to the judicial corps. Among the international and foreign participants, welcoming speeches were given by the President of the Venice Commission of the Council of Europe Mr. Gianni Buquicchio, the Chairman of the Supreme qualification Collegium of judges of the Russian Federation N. Timoshin, Chairman of the High Judicial Council of the Republic of Uzbekistan H. Yodgorov, the Chairman of the Council on the selection of judges of the Kyrgyz Republic E. Baryktabasova, UNDP Resident Representative in Kazakhstan Yakup Beris. The topic of this year's online forum is very relevant, as digital communication technologies have become an integral part of life. Therefore, some stages of selection of candidates for judicial positions in Kazakhstan this year were held for the first time in a remote format. For example, interviewing candidates for judicial positions in Kazakhstan was transferred to an online format, which significantly reduced costs. Nurzhan Dzholdasbekov, a member of the High Judicial Council of Kazakhstan, spoke about this in detail in his report. Judge of the Supreme Court of the Republic of Kazakhstan, Secretary of the Commission on the quality of justice at the Supreme Court N. Sisenova also made a report on the professional assessment of judges. Besides, a representative of Ernst & Young Kazakhstan made a report on the topic "Competence Framework for judicial positions". This competence framework was developed for the High Judicial Council of Kazakhstan to further improve the system of judicial selection. Foreign and international experts, as well as representatives of judicial Councils and judicial bodies, in turn, also shared their experience in implementing new formats of work in the context of the pandemic. Presentations were made by experts of the Venice Commission, OSCE/ODIHR, representatives of the French National School for the Judiciary (ENM), the High Council for the Judiciary of the Italian Republic, the Supreme Qualification Collegium of Judges of the Russian Federation, the High Judicial Council of Uzbekistan, School of Judges of Spain, the Council on the selection of judges of the Kyrgyz Republic, the training center of judges under the Supreme Court of Tajikistan, the Supreme Court of the Republic of Kazakhstan and the Corporate University «Samruk-Kazyna». As a result of the online round table, relevant recommendations were accepted.
