The Committee for Water Resources of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan has received financing from the World Bank toward the cost of the Preparation of Feasibility Study, Design and Project Management for North Aral Sea Development and Revitalization Project, and intends to apply part of the proceeds for consulting services.
The Project itself consists of three components: (i) improving water infrastructure and hydrological regime in the NAS-Syr Darya basin and setting essential foundations for both environmental restoration and socio-economic development in the region, (ii) supporting sustainable economic, social and environmental activities in Kyzylorda region through a set of catalytic investments, and (iii) improving the information base and integrated water resources management, regional planning and, the project management.
The consulting services (“the Services”) include the following.
This Terms of Reference [1] covers the preparation of: 1) the Environmental and Social Impact Assessment and Environmental and Social Management Plan (ESIA/ESMP); 2) the Stakeholder Engagement Plan (SEP); 3) the Environmental assessment, in accordance with the Environmental Code of the Republic of Kazakhstan. In addition to these documents, the following environmental and social instruments will be prepared for the project: an Environmental and Social Management Framework (ESMF): Labor Management Procedures (LMP); a Resettlement Policy Framework (RPF) for the entire project; and ESIA/ESMPs and RAPs.
Total duration of the Services is 12 months.
The Committee for Water Resources of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant shall meet the following qualification requirements:
- Existence of a license to develop an EIA of water projects;
- Experience in the development and implementation of ESIA projects on hydrological and water management in river basins during the last five years in Kazakhstan or in Central Asian countries, as well as in other countries, with similar natural, economic and environmental conditions;
- Status of inter relations and interaction with local project organizations with experience in the development of TOR and work projects (establishment of consortium);
- Qualification and performance level and experience of specialists with the necessary experience for the development of the ESIA.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Selection Based on Consultants’ Qualifications (CQS) method set out in the Procurement Regulations.
