Who issues a veterinary certificate and when is a veterinary certificate required?

1. Non-submission, untimely submission, as well as submission to the authorized body in the field of interaction with non-governmental organizations of unreliable or deliberately false information about their activities, including about their founders (participants), composition of property, sources of formation and directions of spending money, non-profit organizations , created in the form of a private institution, public, corporate and private funds, an association of legal entities in the form of an association (union), a public association, a non-profit joint-stock company (with the exception of political parties, religious associations and trade unions, non-profit joint-stock companies, the founder or shareholder of which is the state, subsidiaries, affiliates and other legal entities that are affiliated with them in accordance with the legislative acts of the Republic of Kazakhstan), as well as branches and representative offices (separate subdivisions) of foreign and international non-profit organizations operating in the territory of the Republic of Kazakhstan - entail a warning. 2. Actions (inaction) provided for by part one of this article, committed repeatedly within a year after the imposition of an administrative penalty - entails a fine in the amount of twenty-five monthly calculation indices or suspension of activities for a period of three months.

In accordance with Article 41, paragraph 5 of the Law of the Republic of Kazakhstan "On non-profit organizations": Non-profit organizations established in the form of a private institution, public association, non-profit joint-stock company, public, corporate and private funds, associations of legal entities in the form of an association (union), as well as branches and representative offices (separate subdivisions) of foreign and international non-profit organizations operating on the territory of the Republic of Kazakhstan, annually by March 31 submit to the authorized body in the field of interaction with non-governmental organizations information about their activities, including their founders (participants), the composition of property, sources of formation and directions of spending money, in the manner determined by the authorized body in the field of interaction with non-governmental organizations.

In accordance with the Rules for summing up the production (industrial) infrastructure, within the framework of the State Program for Support and Development of Business "Business Roadmap-2025", it is envisaged to bring the production (industrial) infrastructure to projects of small and medium-sized businesses. The development of production (industrial) infrastructure is carried out for entrepreneurs carrying out activities in priority sectors of the economy, manufacturing industries and certain types of services, as well as entrepreneurs implementing projects in single-industry towns, small towns and rural settlements without sectoral restrictions and taking into account the place of registration of the entrepreneur. The allocated funds are directed to the construction (reconstruction) the following infrastructure: sewerage, water supply (drilling of wells for water supply), gasification, water pipelines, steam pipelines, heat supply, water pipelines, railway sidings, railway sidings, telephone installation, electrical substations, power lines, septic tanks, combined cycle plants. Summing up the missing infrastructure is carried out for projects of small and medium-sized businesses that meet the following criteria: 1) the volume of investments in the project cannot be less than 200 (two hundred) million tenge; 2) the cost of construction (reconstruction) of infrastructure cannot be less than 50 (fifty) million tenge, while the maximum amount of construction (reconstruction) of infrastructure (for all types of communications) cannot exceed 1 (one) billion tenge. The cost of construction (reconstruction) of infrastructure should not exceed 50% of the cost of the project of small and medium-sized businesses. The entrepreneur applies to the regional coordinator of the Program with an application for financing the missing production (industrial) infrastructure in the form, in accordance with Appendix 1 to these Infrastructure Rules, including a justification for the need to bring or improve the infrastructure, to which the following documents are attached: 1) business plan; 2) feasibility study of the project, with the exception of projects that do not require the development of a feasibility study in accordance with the Rules for the development or adjustment, conducting the necessary examinations of the investment proposal of the state investment project, as well as planning, reviewing, selecting, monitoring and evaluating the implementation of budget investments; 3) design and estimate documentation for the project.

In 2020, as part of the Entrepreneurship Support Card, 7 projects worth 10.8 billion tenge were put into operation with the creation of 580 jobs: BEST MODULE LLP - Metalworking plant, production of block containers (universal) and modular buildings (universal); Caspian Contractors Trust Atyrau LLP - Workshop for the production of metal structures using the hot-dip galvanizing method; Kashhim LLP - Expansion of the production of polypropylene sacks; SEC "Buyyrgyn" - Construction of a poultry farm for fattening broiler chickens, with a capacity of 300-1000 tons of poultry meat per year; Doctor House LLP - Production of medical masks; Medstarexport LLP - Production of systems for infusion of infusion solutions; Inder Tuz Company LLP - Plant for the production of edible salt.

Several state and local programs are being implemented to support entrepreneurship. One of these programs is the State Business Support and Development Program "Business Roadmap 2025". The program provides for subsidizing interest rates, partial loan guarantees, state grants. Subsidizing is carried out only on loans/financial leasing agreements with a nominal interest rate not exceeding the base interest rate established by the National Bank of the Republic of Kazakhstan and increased by 5 (five) percentage points, 6% of which are paid by entrepreneurs, the difference is subsidized by the state. The guarantee is provided up to 85% for start-ups in the absence of collateral when obtaining a loan, and up to 50% for entrepreneurs who continue their business. If your project is a new business idea, the state provides a grant in the amount of 2 (two) million tenge to 5 (five) million tenge. That is, to win this grant, your project must be implemented using innovative, new technologies that are not available in the region or have not been used before. According to the state program for the development of productive employment and mass entrepreneurship for 2017 - 2021 "Yenbek", entrepreneurs of cities and single-industry towns are provided with microcredits with an interest rate of not more than 6% per annum, a loan term of up to 5 years, up to 23 million tenge. Members of low-income and/or large families under 7 years old, with a nominal remuneration rate of not more than 4% per annum.

In accordance with the requirements of the Order of the Minister of Agriculture of the Republic of Kazakhstan dated June 29, 2015, No. 7-1/587 "On Approval of the Veterinary (Veterinary and Sanitary) Rules", the entire population of cattle (cows) and small cattle (sheep and goats) starting from 12 months of age - twice, all camels from 12 months of age are subject to serological testing for brucellosis once a year.

According to the order of the Minister of Agriculture of the Republic of Kazakhstan No. 7-1/559 dated October 30, 2014 "On Approval of Regulations in the Field of Veterinary Medicine". In accordance with Chapter 3, paragraph 8 of this order, the condition for reimbursement by the owner of the cost seized and destroyed sick animals, products and raw materials of animal origin or neutralized and processed animals is the presence in animals of especially dangerous diseases included in the lists, as well as compliance by individuals and legal entities with the requirements established by Article 25 of the Law. According to Chapter 5 of this Order, the following documents are the basis for reimbursement for the mandatory neutralization (decontamination) and processing without withdrawal of animals, products and raw materials of animal origin that pose a danger to animal and human health: 1) the decision of the local executive body (akim of the city of district significance, township, village, rural district) on the establishment of quarantine or restrictive measures on the proposal of the chief state veterinary and sanitary inspector of the relevant territory in the event of the occurrence of contagious animal diseases that pose a danger to animal and human health, with the exception of brucellosis of successful economic entities; 2) an examination certificate (test report) issued by veterinary laboratories based on the results of diagnostics or veterinary and sanitary examination of objects of state veterinary and sanitary control and supervision; 3) an order for the neutralization (decontamination), processing of animals, products and raw materials of animal origin, veterinary drugs, feed and feed additives that pose a danger to animal and human health; 4) an act on the delivery for processing of animals, products and raw materials of animal origin that pose a danger to the health of animals and humans in the form in accordance with Appendix 6 to the Rules for the mandatory withdrawal and destruction of animals, products of raw materials of animal origin that pose a danger to the health of animals and humans, or their mandatory neutralization and processing without withdrawal; 5) an act on the establishment of the average monthly market value of seized and destroyed sick animals, products and raw materials of animal origin or neutralized (decontaminated) and processed without withdrawal animals, products and raw materials of animal origin that pose a danger to animal and human health, drawn up in any form; 6) veterinary passport; 7) an extract from the database for the identification of farm animals, issued in accordance with the Rules for the formation and maintenance of the database for the identification of farm animals and the issuance of an extract from it, approved by order of the Minister of Agriculture of the Republic of Kazakhstan dated June 2, 2010 No. 367 (registered in the Register of State registration of normative legal acts of the Republic of Kazakhstan No. 6321).

According to the order of the Minister of Agriculture of the Republic of Kazakhstan dated January 30, 2015 No. 7-1/68, registration is carried out by veterinary organizations created by local executive bodies, regions, cities of republican significance, the capital.
