According to the order of the Minister of Agriculture of the Republic of Kazakhstan No. 7-1/559 dated October 30, 2014 "On Approval of Regulations in the Field of Veterinary Medicine". In accordance with Chapter 3, paragraph 8 of this order, the condition for reimbursement by the owner of the cost seized and destroyed sick animals, products and raw materials of animal origin or neutralized and processed animals is the presence in animals of especially dangerous diseases included in the lists, as well as compliance by individuals and legal entities with the requirements established by Article 25 of the Law.
According to Chapter 5 of this Order, the following documents are the basis for reimbursement for the mandatory neutralization (decontamination) and processing without withdrawal of animals, products and raw materials of animal origin that pose a danger to animal and human health:
1) the decision of the local executive body (akim of the city of district significance, township, village, rural district) on the establishment of quarantine or restrictive measures on the proposal of the chief state veterinary and sanitary inspector of the relevant territory in the event of the occurrence of contagious animal diseases that pose a danger to animal and human health, with the exception of brucellosis of successful economic entities;
2) an examination certificate (test report) issued by veterinary laboratories based on the results of diagnostics or veterinary and sanitary examination of objects of state veterinary and sanitary control and supervision;
3) an order for the neutralization (decontamination), processing of animals, products and raw materials of animal origin, veterinary drugs, feed and feed additives that pose a danger to animal and human health;
4) an act on the delivery for processing of animals, products and raw materials of animal origin that pose a danger to the health of animals and humans in the form in accordance with Appendix 6 to the Rules for the mandatory withdrawal and destruction of animals, products of raw materials of animal origin that pose a danger to the health of animals and humans, or their mandatory neutralization and processing without withdrawal;
5) an act on the establishment of the average monthly market value of seized and destroyed sick animals, products and raw materials of animal origin or neutralized (decontaminated) and processed without withdrawal animals, products and raw materials of animal origin that pose a danger to animal and human health, drawn up in any form;
6) veterinary passport;
7) an extract from the database for the identification of farm animals, issued in accordance with the Rules for the formation and maintenance of the database for the identification of farm animals and the issuance of an extract from it, approved by order of the Minister of Agriculture of the Republic of Kazakhstan dated June 2, 2010 No. 367 (registered in the Register of State registration of normative legal acts of the Republic of Kazakhstan No. 6321).
