Taking into account the mechanism of movement of sanctioned goods, work is being carried out on an ongoing basis to explain to the Kazakh business the risks of applying secondary sanctions and the possibilities of re-exporting sanctioned goods. The KVKN of the Ministry of Agriculture sends to the GTU of the People's Republic of China a request from several enterprises for this type of product, a questionnaire, a positive conclusion of the preliminary inspection for inclusion in the REGISTER under the guarantee of the Veterinary service of Kazakhstan or based on the results of an on-site inspection of the GTU of the People's Republic of China. 6. The GTU of the People's Republic of China conducts a documentary analysis of the submitted materials, based on the results of which a decision is made on inclusion in the REGISTER under the guarantee of the veterinary service of Kazakhstan or on conducting an on-site inspection of the GTU. 7. The GTU of the PRC includes in the REGISTER under the guarantee of the veterinary service of the Republic of Kazakhstan (for example, fish) or the GTU conducts an on-site inspection of several enterprises, according to the results of the inspection, in case of a positive conclusion of the inspection, it includes in the REGISTER. 8. The State Technical University of the People's Republic of China publishes a REGISTER - a list of enterprises that have the right to supply products to China. 9. An entrepreneur whose enterprise is included in the REGISTER receives a permit to export a batch of goods, a veterinary certificate for the export of livestock products.

In accordance with the Law of the Republic of Kazakhstan dated December 30, 2021 "On Amendments and Additions to certain Legislative Acts of the Republic of Kazakhstan on trading activities, development of exchange trading and protection of personal data", the Ministry has developed a draft Rules of exchange trading (hereinafter - the Rules) The rules of exchange trading provide for the following basic norms: division of goods and trades into sections, with separate requirements for them; the establishment of a unified accreditation of brokers and dealers, with the simultaneous lifting of the ban on their participation in several commodity exchanges; measures are envisaged to increase the intra-country value in the purchased goods. On February 4, 8 and 11, 2022, discussions of the Rules with representatives of the business community were held through the ZOOM platform. During the discussion of the Rules, business representatives noted the need for the introduced norms. At the same time, the business community made a number of comments and suggestions on supplementing and changing certain rules of the Rules. All these comments and suggestions will be discussed and considered in detail by the Ministry in the near future.

One of the most effective tools for restraining the growth of prices for socially important food products is preferential lending to retail facilities with the help of a "revolving fold paper" - the allocation of borrowed funds by akimats for participants of the trading system at a preferential interest. This allows retail chains to expand the volume of production purchased from local manufacturers, including through the conclusion of forward contracts, and manufacturers to fix the selling price for their cargo. Receiving preferential loans, retail chains assume counter obligations to curb prices for certain volumes of certain types of production. As a result, these goods are sold at prices below market prices by an average of 15-20%. The situation is similar with manufacturers who, in exchange for a preferential facilitated loan, undertake to supply a certain volume of products at a reduced fixed cost. It is believed that such a scheme provides working capital for producers and for networks, allows them to build medium- and long-term price balancing programs. Thus, the cost of socially significant food products is fixed at the time of conclusion of the contract. This avoids significant seasonal price fluctuations. In the Karaganda region, $2.2 billion tenge was allocated for the "revolving scheme". Within the framework of the reverse fold paper of IP Maksutov, fruit and vegetable products (potatoes, carrots, cabbage, onions) are sold at reduced fixed prices to supermarkets and social pavilions in Karaganda. These products were contracted by the akimat of the region through the conclusion of memoranda with local SHTP with storage in warehouses at the manufacturers themselves. At retail, potatoes, cabbage and carrots are sold at prices not exceeding 85 tenge/ kg. For the period from 2021-2022, IP Makhsutova plans to sell fruit and vegetable products, real professionals in the amount of 2,000 tons (potatoes 1100 tons, carrots 400 tons, onions 300 tons, cabbage 200 tons). As of January 11, 2022, 251.8 tons of real professionals have already been delivered (potatoes - 179.3 tons, carrots - 45.2 tons, onions - 5.4 tons, cabbage - 22.1 tons).

The tasks of the Trade Committee, established under the Ministry of Trade and Integration of the Republic of Kazakhstan, is the formation and implementation of state policy in the field of development and regulation of domestic trade. The Committee will work out the procedure for setting thresholds for retail prices for socially significant food products and the size of the maximum allowable retail prices for them, and will also conduct a macroeconomic analysis in order to determine the threshold values of retail prices for food products. The tasks of the Committee also include monitoring the prices of goods. In addition, the tasks of the Committee include the development of requirements for stationary retail facilities and wholesale distribution centers, as well as requirements for the destruction or disposal or processing of seized products that do not meet the requirements of technical regulations and pose a threat to the rights and legitimate interests of individuals and legal entities, human life and health, the environment. The Committee's powers also include the development of qualification requirements for licensing the export and import of goods, and a list of documents confirming compliance with them, application forms for obtaining and reissuing a license and (or) an appendix to the license, a license form and (or) an appendix to the license. In addition, the Committee has the function of state regulation of the activities of commodity exchanges and the holding of national and international exhibitions and fairs.
