1. Within the framework of the national project "Sustainable economic growth aimed at improving the well-being of Kazakhstanis" (PP RK No. 730 dated October 12, 2021), the Ministry of Trade and Integration of the Republic of Kazakhstan is tasked with increasing non-primary exports by 2 times - up to $ 41 billion.
To solve this task, the Ministry of Trade and Integration of the Republic of Kazakhstan will take a number of comprehensive measures on the indicator "The share of non-primary exports in the total volume of foreign trade".
Thus, one of them - financial measures to support exporters – provides for reimbursement of costs for the promotion and transportation of products to foreign markets.
The second criterion will be non-financial measures to support exporters, which includes conducting trade and economic missions, organizing national stands, conducting training for exporters, and conducting export analytics for entrepreneurs.

Also, within the framework of the National Project for the Development of Entrepreneurship for 2021-2025 (PP RK No. 728 dated October 12, 2021) in the direction of exchange trading, the agency performs several tasks at once to increase the share of sales through commodity exchanges of liquefied petroleum gas, gasoline, diesel fuel, jet fuel and bitumen, as well as coal.
The achievement of these indicators is provided for by the draft Law of the Republic of Kazakhstan "On amendments and additions to some legislative acts on the development and improvement of exchange trading", aimed at improving and developing exchange trading
According to the bill, commodity exchanges will develop in three main directions:
-increasing the requirements and increasing the transparency of commodity exchanges (increasing the authorized capital, introducing a two-tier system of commodity exchanges, establishing requirements for the financial stability of commodity exchanges and exchange trading participants, approving uniform rules for exchange trading).
-creation of a competitive environment and conditions for the development of exchange trading (establishment of a unified accreditation of brokers and dealers, with the simultaneous lifting of the ban on their participation in several commodity exchanges, access of clients to participate in exchange trading as one-time visitors without intermediaries, separation of goods and trades by sections).
-the increase in the volume of exchange trading (the establishment of differentiated rates depending on the type of section and the volume of transactions made, the introduction of an insurance tool for both the conclusion of transactions on the exchange and the execution of contracts).
The draft law developed by 2025 predicts an increase in the volume of exchange trading to 5.6 trillion tenge per year (in 2020 – 1.4 trillion tenge) and an increase in the share of exchange trading in the total volume of wholesale trade to 14% (in 2020 - 3%).
The introduction of these amendments to the legislation will help to improve the availability and increase the volume of exchange trading, attract new, including foreign partners, create a competitive environment, set natural prices, and ensure transparency of exchange transactions. And all this together will form a stable and competitive domestic stock exchange industry.

A number of comprehensive measures will be taken to achieve the indicator.
So, in 2021, a comprehensive plan was developed to create conditions for the modernization of the laboratory base, consisting of 2 directions (methodological identification of point "gaps" in the laboratory base and mechanisms for equipping the laboratory base).
The modernization of the laboratory base will contribute to the protection of the market from low-quality and unsafe products, including imported products, as well as the confident export of manufactured products to the Republic of Kazakhstan, since full-fledged tests that meet international requirements ensure due recognition by other countries.

A number of comprehensive measures will be taken to achieve the indicator.
So, for this purpose, work is planned to deepen and expand the integration of the national conformity assessment system of Kazakhstan through participation in international conformity assessment organizations.
In order to implement the strategic task of reducing technical barriers to trade, as well as creating conditions for the unhindered export of domestic products, the Accreditation Body of the Republic of Kazakhstan will actively participate in the work of technical committees of international organizations, support and confirm the status of a full member in international and regional accreditation organizations. And also contribute to the improvement of the management system, improve the qualifications of appraisers on the development of methods and apply the practices of evaluation by foreign experts in the field of accreditation.
Further, new accreditation schemes (directions) will be introduced in accordance with the world's leading practice, including in sectors of the economy in which there are no laboratories that ensure the development of new areas of science, business and technology.

5. As previously reported, the relevant ministry is implementing within the framework of the national project for the development of entrepreneurship (PP RK No. 728 dated October 12, 2021) the task of forming modern trade formats, including a full-cycle infrastructure from producer to consumer.
Work in this direction has already begun.
First, non-stationary trade facilities will be upgraded.These measures will increase the level of civilized trade, improve tax administration and reduce shadow trade.
Secondly, it provides for the creation of an effectively functioning trade, logistics and distribution system, namely the creation of a National Commodity Distribution System, which will consist of 24 ORCS.In general, the creation of the NTS will allow us to comprehensively solve interrelated problems, both at the production stage and at the stages of its distribution and marketing.
Third, a Unified Strategy for the Development of cross-border hubs will be adopted and 5 cross-border trade centers will be created/modernized.As of today, the creation of the ICTES "Central Asia" on the border with Uzbekistan has already begun. There are plans to create and modernize such centers on the external borders with Russia, China, Kyrgyzstan and Iran.
