
A briefing by the Head of the Department of Internal State Audit for Kostanay region, Beket Oshakbayevich Kulbayev, was held at the platform of the Regional Communications Service of Kostanay region. During the event, the results of the Department’s work for the first half of 2025 were presented.
According to the speaker, the Department conducted 39 audit activities during the reporting period, which revealed numerous violations of budget and procurement legislation.
Identified Violations
The total amount of identified violations amounted to 39.03 billion tenge, including:
Financial violations – 33.83 billion tenge
Procedural violations – 5.2 billion tenge
In the area of public procurement, violations were recorded in the amount of 3.45 billion tenge, of which:
Violations affecting the results of procurement – 3.32 billion tenge
Cameral Control
As part of cameral control over compliance with public procurement legislation:
1,362 notifications were issued totaling 10.19 billion tenge
1,342 notifications were complied with, totaling 10.12 billion tenge
Measures Taken
As a result of the audit activities:
33.67 billion tenge of the financial violations were restored or reimbursed to the budget and accounting system.
The Department issued 34 instructions, of which:
19 were fully implemented
8 were extended pending court decisions
2 had their deadlines extended
5 have not yet reached the deadline for implementation
As a result of the audits, 43 officials were held disciplinarily accountable.
Materials Transferred to Law Enforcement
One audit case was forwarded to law enforcement authorities regarding violations identified in the operations of the Kushmurun Heating and Power Company, a municipal state enterprise under the Akimat of Auliekol district. The total amount of violations was 11.6 million tenge, including:
Unjustified payroll accruals
Shortages of fixed assets
As a result, the Anti-Corruption Service initiated a criminal case under paragraphs 1 and 3 of part 3 of Article 189 of the Criminal Code of the Republic of Kazakhstan.
