Deputy Head-Commissioner for Ethics of the Department of Internal State Audit for Kostanay region Moldagaliyev Zhasulan Yelzhanovich held a seminar among the staff on compliance with the norms of the ethical code with the participation of representatives of the Police Department of Kostanay region.

At this seminar, Aigul Kabdenovan, Senior Commissioner of the Department for Combating Drug Crime of the Police Department of Kostanay Region, Police Lieutenant Colonel Eradilova, told the Department's employees about countering drug crime in our region.

For example, in 2023, 24 cases were recorded in our region, and already in 2024 the numbers increased to 86. Only in the city of Kostanay, 4 clandestine drug laboratories were identified, where synthetic drugs are made.

Eradilova A.K. also stopped at the drug situation in Kazakhstan as a whole.

The second speaker Kenshimbaev Kairat Zhomartovich, head of the administrative practice department of the Police Department of Kostanay region, police major brought information to employees about the state of administrative offenses for being in public places in a state of alcohol/drug/intoxication, driving while intoxicated, etc.

For example, over the past period, more than 1000 employees of state institutions have been brought to administrative responsibility for various kinds of offenses.

He also brought about the adopted changes to the Code of Administrative Offenses in the field of public order, traffic rules, etc.

At the end of the speeches, the speakers were asked questions to which answers were given.

Deputy Head Moldagaliyev Zh.E. thanked the speakers for the meeting and informed the staff about the need to strictly comply with the norms of all laws, as well as the Code of Ethics for civil servants.

Delegation of the Department of Internal State Audit for the City of Astana Participated in an International Scientific and Practical Conference

An international scientific and practical conference on the topic “State Audit in Ensuring a High Quality of Life and National Security” was held at L.N. Gumilyov Eurasian National University. During the plenary session, the Head of the Department of Internal State Audit for the City of Astana of the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan, Murat Orazbay, delivered a report on the results of a study concerning the training of state auditors in the context of the digital transformation of internal state audit. In his speech, Murat Orazbay emphasized the importance of improving the qualifications of state auditors in light of the growing budget expenditures on digitalization. He also shared the results of implementing a modern digital tool for internal audit — the “Online Budget Monitoring” module, which enables remote monitoring of budget payments made under the guise of salaries for employees of social sector organizations in order to identify risky and anomalous financial transactions. Strengthening Oversight of Public Procurement Ahead of 2026

At the initiative of the Department of Internal State Audit for the city of Astana, a working meeting was held with the heads and specialists responsible for public procurement in the subordinate organizations of the Astana City Education Department. Representatives of the Department explained the latest changes in the Rules for conducting desk control, as well as presented new directions and tools of the Department’s activities. During the meeting, the Department’s representatives also emphasized the expansion of the coverage of desk control of procurements and the most frequent violations committed by contracting authorities. Separately, the participants were explained the procedure for responding to the Department’s notifications, the deadlines for their fulfillment, and the financial response measures applied in case of non-compliance by contracting authorities with notifications within the framework of desk control of public procurement procedures. Continuing and promoting the concept of open dialogue, the Department’s representatives provided detailed answers to questions posed by representatives of educational institutions and the Education Department, analyzing specific examples. At the conclusion of the meeting, it was noted that the Department will continue enhanced control over procurements for the needs of government bodies and organizations, ensuring regular meetings to clarify new developments in the public procurement process.
